Goodrich <br />Randall, Dehn & Goodrich <br />320 East Main Street <br />Anoka, Minnesota 55303 <br /> <br />Re' Environmental Review of Waste Management, Inc. <br /> Gravel Hining Proposal, Ramsey <br /> <br />Dear Mr. Goodrich: <br /> <br />! am replying to your inquiry of November 16, 1984, regarding whether an EAW <br />would be needed prior to the City of Ramsey approving a gravel mining permit for <br />Waste Hanagement, Inc. <br /> <br />I <br />I <br />I <br />I <br /> <br />The Mandatory EAW Category for gravel mining is based on whether the operation will <br />cover 40 or more acres and whether the mean depth will be lO feet or more. I <br />understand that the area proposed for excavation is 48.4 acres. Since this exceeds <br />the area threshold for an EAW, the question of the need for an EAW hinges on wheth( <br />the mean depth will equal or exceed ten feet. Using the area and volume figures <br />you have supplied, I calculate the mean depth as follows: <br /> <br />mean depth = volume of excavation <br /> area of excavation <br /> <br />= 785,0Q0 (yards)3 X 1 acre X 3 feet <br /> 4B.4 acres 4,840 (yard)~ I yard <br /> <br />= 785,000 X 3 feet <br /> 48.4 X 4,840 <br /> <br />= 10.053 feet <br /> <br />Since this number slightly exceeds ten feet, an EAW is mandatory for the operation <br />as proposed. <br /> <br />Please contact me if you have further questions in this matter. <br /> <br />Sincerely, <br /> <br />Greg Downing <br />Environmental Review Coordinator <br /> <br />AN EQUAL OPPORTUNITY EMPLOYER <br /> <br /> <br />
