River Bills. <br /> <br />2) ~at the Applicant appeared before the Planning and Zoning Commission, Park <br />and Recreation Co, z~ission and City Council for concept approval. <br /> <br />3) That all Commissions approved of the Applicant's ooncept and that the mir:- <br />utes of their meetings are hereby incorporated by reference. <br /> <br />4) ~Ihat the Applicant appeared before the Planning and Zoning Commission <br />the Commission reoognended preliminary approval of the plan on August 2, 1963 <br />and that the minutes of this meeting are hereby incorporated by reference. <br /> <br />5) That the Applicant appeared before the City Council and the Council granted <br />preliminary approval of the plan on August 23, 1983 and that the Applicant was <br />9ranted preliminary approval on an amended plan by Resolution ~84-223 on Nover; <br />bet 13, 1984 and that the minutes of these meetings are hereby incorporated ~. <br />reference. <br /> <br />6) 7hat the Applicant appeared before the Planning and Zoning Commission <br />presented the final plan on December 4, 1984. <br /> <br />7) 7hat at this meeting, the Planning and Zoning Commission found the final <br />plan to be in substantial compliance with the plan given preliminary approval <br />and recomm~r~ed final approval and that the minutes of this meeting are hereby <br />inoorporated b5' reference. <br /> <br />8) ~[hat the Applicant's request includes zoning for residential, rural busin~_s <br />and recreational open space. <br /> <br />9) ~hhat the ooncept is consistent with Ramsey's Oomprehensive Plan. <br /> <br />10) ~Ihat the Applicant's request is for 23 residential units, ten acres of <br />rural business, six acres of future r~Jltiple family residential and an 18 hole <br />· golf oourse and driving range. <br /> <br />11) 7~at the parcels designated as outlots for future development with multiple <br />dwellings shall not be developed until City sewer and water service is avail- <br />able. <br /> <br />12) ~hat the plan design forms a desirable and unified develol~nent within its <br />own boundaries. <br /> <br />13) ~hat the proposed development will not be detrimental to present and future <br />land uses in the surrounding area. <br /> <br />14) ~hat there are no variances requested to any standard requirements of the <br />zoning and subdivision ordinances. <br /> <br />15) That the plan will not create an excessive burden on parks, schools, <br />streets and other public facilities and utilities which serve, or are proposed <br />to serve, the develolm~ent. <br /> <br />16) ~Ihat the Rum River Bills develolm~ent will not h~ve an undue and adverse i~- <br />pact on the reasonable enjoyment of neighboring property. <br /> <br /> <br />
