Kathi recalled that in year's past, the pemfits for Ramsey Clean Up Day were distributed as <br />a cut-out coupon in the Ramsey Resident Newsletter. This format resulted in abuse to the <br />system as the distribution of the Ramsey Resident is not limited to Ramsey residents. This <br />year, it is proposed that permits be obtained at City Hall. It has also been suggested that a <br />minimal fee ($5.00) be charged for the permit with proceeds to be put towards Ramsey's <br />curbside recycling program. The general consensus was that at today's landfilling prices, <br />$5.00 is not an unreasonable fee to charge for Clean Up Day permits. <br /> <br />Mr. Terry Miller noted that because of new landfill regulations, it was necessary for Waste <br />Management of Minnesota, Inc. (WMMI) to obtain a variance from Anoka County for <br />Clean Up Day in order that the materials could be disposed of in the landfill versus the RDF <br />plant. <br /> <br />Mr. Hartley and Mr. Miller noted that the intent of Clean Up Day is to encourage residents <br />to clean tip their yards and charging for Clean Up Day permits might defeat that purpose. <br /> <br />Mr. Miller and Mayor Reimann discussed how last year's tire pick-up program was <br />abused; a lot more than Ramsey residents took advantage of the program. <br /> <br />Mr. Miller stated that while Anoka County has not yet taken action on WMMI's request for <br />a yard waste compost site, the County did approve the acceptance of yard wastes on Clean <br />Up Day. The yard waste will be used for cover in the south borrow area. <br /> <br />Sandra Ashley presented those present with a memo indicating her recommendations for <br />funding sources for the various aspects of the 1990 Make The Scene, Keep Ramsey Clean <br />Budget (see Attachment B). <br /> <br />The consensus of those present was that Clean Up Day permits will be available on a no <br />charge/voluntary donation basis with pre-registration; those wishing to obtain a permit on <br />the day of the event will be charged $5.00. Disposal of appliances will be $6.00/each; this <br />fee represents the cost to process appliances for recycling. Auto tires will be accepted on <br />Clean Up Day for $1.00 each with $.50 each being returned into the KAB budget; the fee <br />for commercial tires will be charged accordingly. There will be no charge for the disposal <br />of car batteries and plans may even be resolved in time to have household battery collection <br />available. Permits will not be necessary on Clean Up Day for disposal of totally recyclable <br />items. <br /> <br />Councilmember DeLuca suggested that the order of placement of recycling containers be <br />advertised so that persons can load their pick-ups and trailers accordingly. <br /> <br />Kathi Peterson noted that the proposed Household Hazardous Waste Collection Day is <br />contingent upon obtaining MPCA matching grant and program participation. <br /> <br />Mr. Hartley referred to the proposed Community Grant program and stated that there are <br />technical matters he would like to review with the committee when this project comes up. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to approve <br />the Make The Scene, Keep Ramsey Clean 1990 Budget with concerns as noted relating to <br />Household Hazardous Waste Collection Day being contingent upon MPCA participation <br />and technicalities in the Community Grant Project. <br /> <br />City Council/March 21, 1990 <br /> Page 2 of 3 <br /> <br /> <br />
