could be something a little above and beyond and something that could help there and that is <br />where the EDA would specifically come in. He stated the whole Highway 10 corridor is the <br />City's biggest economic area. <br />Chairperson Steffen asked if there is a cost share on the table or just a pure loan. <br />Member Riley thought that would be an idea and was not sure if they have gotten further than <br />that. <br />Community Development Director Gladhill stated at this point it is purely conceptual and staff is <br />looking for direction. He thought it would have to fit the business subsidy policy and thought <br />there might be some amendments to that. He stated they can work through all of the details. <br />Member Riley thought at this point it was an idea but was not sure it would fit as a business <br />subsidy because they are not subsidizing anything. The companies would be paying back the <br />loans, the City would only be helping the companies with financing. He envisioned small loans <br />which would not meet the criteria of the business doing a business subsidy application. <br />Economic Dev. Mgr/Assistant City Administrator Brama reviewed a program that Hutchinson <br />had to help businesses with improvements. <br />Community Development Director Gladhill asked the EDA if they would be open to a matching <br />grant program. <br />Member Williams thought part of the reason this is before the EDA is because the Council could <br />give the direction that they have to abide by all of the zoning and code ordinances that are in <br />place and then it becomes an enforcement and not a positive interaction and what they are really <br />looking for are some partnerships in the community along some of these key corridors where <br />there is the opportunity for the City to provide these incentives with the businesses. <br />Chairperson Steffen stated he would be in favor of a matching grant or something similar to what <br />Hutchinson is doing to get the job done because he thought without that it will probably not get <br />done. <br />Chairperson Steffen thought they should set up a workshop to discuss this further. <br />Community Development Director Gladhill reviewed a possible timeline with the EDA. <br />Member Riley asked staff to come up with some concepts before the workshop meetings for <br />EDA review and discussion. <br />4.03: Receive Update on COR Development Plan Analysis <br />Community Development Director Gladhill presented the staff report. <br />Member Riley stated he liked this idea. <br />Economic Development Authority/September 1, 2016 <br />Page 5 of 6 <br />
