Motion by Board Member Valentine and seconded by Board Member Hiatt to recommend the City Council approve the Tree Inventory and Protection Plan and the Landscape Plan. Motion carried. Voting Yes: Chairperson Stodola, Board Member Valentine, Hiatt, Anderson, Bernard, Covart, and Trossen. Voting No: None. Absent: None. Chairperson Stodola stated that while the Board can continue to discuss the wetland impacts and cul-de-sac size, the direction requested from the board is regarding the lot depths and whether a variance would be supported. Motion by Board Member Valentine and seconded by Board Member Hiatt to recommend the Planning Commission deny the Variance to the lot depth standard for Lots 3 and 4, noting though the Board is supportive of staff reviewing potential alternatives with the developer, which would include potentially combining Lots 3 & 4 into one lot and obtaining a variance to lot depth for it. Motion carried. Voting Yes: Chairperson Stodola, Board Member Valentine, Hiatt, Anderson, Bernard, Covart, and Trossen. Voting No: None. Absent: None. City Planner Anderson apologized that staff did not yet have all the input from other departments regarding the cul-de-sac and whether it is believed that the 26 lots will justify extension of the roadway or whether it would be better to avoid the wetland impacts. Councilmember LeTourneau asked for the consensus of the Board regarding the potential loss of wetland if the road extension is constructed. It was the consensus of the Board that the wetland should be protected to the extent possible and staff should be encouraged to review the potential variance for the cul-de-sac length, as long as that does not place undue burden on public works or public safety. Board Member Anderson stated that perhaps the cul-de-sac be labeled as a fire lane, where parking is prohibited, in order to provide additional room for fire vehicles. She noted that she previously lived on a private road which was a fire lane and parking was restricted on the roadway at all times. City Planner Anderson stated that private roads are often narrower but noted that parking could possibly be restricted on one side of the roadway if necessary. Councilmember LeTourneau stated that he lives on the longest cul-de-sac in the City, so he understands the burden on plowing. He stated that although the City does not want to encourage a numerous amount of the long cul-de-sacs, in some instances the length does work; noting that in this situation the long cul-de-sac would prevent wetland impacts. 6.
