O11 OBJECTIVES <br /> <br />The objectives of this chapter are to provide to the extent possible, with on- <br />site systems, adequate and safe methods of sewage disposal and to prevent the <br />contamination of any existing or future water supply by existing or future <br />sewage disposal system. However, the systems, procedures, and other <br />requirements of this chapter are not to be construed such as to afford direct <br />protection to an individual landowner, but rather the purpose of this chaper is <br />to adopt a general public policy relating to sewage disposal and clean water <br />supplies. <br /> <br />150.012 DMFINITIONS <br /> <br />For the purpose of this chapter, certain terms or ~ords used herein shall be <br />interpreted as follows: The word "shall" is m~ndatory; the words "should" and <br />"may" are permissive. All distances, unless otherwise specified, shall be <br />measured horizontally. <br /> <br />1. "Administrator" is the building official. <br /> <br />2. "Agency" is the Minnesota Pollution Control Agency. <br /> <br /> 3. "Agency Approved Disposal Facility" is any disposal facility which <br />has a National Pollutant Discharge Elimination System (NPDES) Permit or State <br />Disposal System Permit or letter of approval from the agency. <br /> <br /> 4. "Alternative System" is an individual sewage treatment system <br />employing such mmthods and devices presented in Section 150.014G. <br /> <br /> 5. "Baffle" is a device installed in a septic tank for proper <br />operation of the tank and to provide maximum retention of solids, and includes <br />vented sanitary tees and submerged pipes in addition to those devices that are <br />normally called baffles. <br /> <br /> 6. "Bedroom" is any room within a dwelling that, in the judgment of <br />the zoning officer, might reasonably be used as a sleeping room, including but <br />not l{m~ted to rooms designated as den, office or study, and unfinished areas <br />with potential development to s~. <br /> <br /> 7. "Building Drain" is that part of the lowest piping of the drainage <br />system which receives the discharge from soil, waste, and other drainage pipes <br />inside the walls of the building and conveys it to the building sewer beginning <br />at least one (1) foot outside the building footings. <br /> <br /> 7a) Building official is the pl~m~ing inspector, building inspector or <br />on-site systems inspector. <br /> <br /> 8. "Building Sewer" is that part of the drainage system which extends <br />from the end of the building drain and conveys its discharge to an individual <br />sewage treatment system or to a public sanitary sewage collection system. <br /> <br /> <br />
