HALL: There has been a request from various groups and organizations to transmit over the Government Access Channel 410 various events, etc. that would be held here at the Ramsey Municipal Center. However, prior to anything of that nature being transmitted, it was felt Council should establish a policy regarding this issue. Council Action: Your action will be to approve/disapprove of the request to transmit various events of groups and organizations over the Government Access Channel 410 by resolution. Please refer to enclosure (D3-d) for the proposed resolution. The following is submitted for your information: a) Anoka 1984 Fire Contract Anoka 1983 Fire Contract $32,074.68 Z7,Z38.4Z $ 4,836.26 (17.75% increase) b) The fire contract rate is based on a mill rate. :The following shows the pro- gression increase for the past years: Mill Rate 1978 .Z0 1/5 1979 .Zll 1/4.8 1980 .25 1/4 1981 .33 1/3 1982 .50 1/Z 1983 .6667 2/3 (Proposed) 1984 .7 5 3/4 The proposed 1984 mill increase represents a 1Z.49% increase over 1983 mill percentage. Frankly, I think we are using the wrong approach to computing this fire contract. Accordingly, I think we had better discuss this issue at the Council meeting.
