I <br />i <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />February 24, 1984 <br /> <br />TO: Mayor and Councilmembers <br />FROM: City Administrator <br />RE: Staff Report for February 1984 <br /> <br />1) Finance - The cash flow report and the budgetary revenue and expenditure <br />report for January 1984 are not contained in this agenda because of the end of <br />the year work. You will be getting these reports at the March 1984 Council <br />meeting. <br /> <br />Z) Legislative - The following is Submitted on this issue: <br /> <br /> a) Legislative conference 1984 - This is the annual League of Cities' conference <br />that will be held in St. Paul on March 13 and 14, 1984. I plan on attending this <br />conference. If Councilmembers would like to attend, you should let me know <br />at the meeting so we can get registered for it. If you have any questions as to <br />what will be covered at this conference, please refer to page 8 of the February <br />issue of the Minnesota Cities'publication. <br /> <br /> b) State aid - We (City Administrator, City Attorney and Mayor) have been <br />working with our legislators (Senator Dahl and Representative Larsen) to get <br />the issue resolved for Ramsey and Andover. I am enclosing as enclosure (1) to <br />this report what we are proposing and what they think can fly. Everybody on <br />the hill admits that we are not being treated fairly in the distribution of local <br />government aids. <br /> <br />3) Council, Commission Chairperson and Staff workshop - It is suggested that <br />you read the following two articles in the Minnesota Cities publication dated <br />February 1984: <br /> <br /> a) Financing Housing for Seniors regarding Brooklyn Center - I think this <br />is a very innovative project and it pertains to some of the things we were talking <br />about at our last workshop meeting and will be addressing at our next workshop <br />meeting at 7:30 p.m., March 5, 1984. <br /> <br /> b) Gully, Minnesota regarding a Small Minnesota City Solves Senior Housing <br />and Retailing Problems - I think you will find this article very interesting as <br />it again pertains to things we are talking about at our workshop meetings. <br /> <br />I have had some fine comments on these workshop meetings which is good to <br />hear. <br /> <br />Summary - I think both of the above articles point out how programs can be <br />packaged by a community. However, to do these things, it takes innovative <br />thinking, positive attitudes and trust in the community's ability. <br /> <br />4) City Charter Commission - I have attended the last two Charter Commission <br />meetings and thought they were good meetings. I thought a lot of fine points <br />were made and as a result some changes were made to the proposed charter <br />at their meeting of February Z3, 1984. It was really great seeing our Council <br />~ Commission members taking such an active roll in City business. <br /> <br />LGS:pj c <br /> <br /> <br />
