Upon completion of their review, I will proceed
with the shorelands map and ordinance.

6. Rum River Watershed_Joint.-Powers Agreement

I have been working with Councilman Sorteberg and City
Administrator Schnelle on setting up a joint-powers with the
other eight communities involved. There are two issues which
must be resolved between Anoka and the eight other communities.
One is the basis of sharing the administrative cost and the
other is the maintenance of the Anoka Dam. Since Anoka has a
small amount of land and the highest assessed valuation, they
do not think its fair .to split the cost on assessed valuation
only. They also want assistance on maintenance of the Anoka
Dam.

On February 29, 1984, I will be meeting with staff members
from the other communities to try and determine what the
watershed plan and administrative costs will be.
