'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br />I' <br />I <br />I <br />I <br /> <br />2 <br /> <br /> I - State government should play a significant role in <br /> determining exactly how &aste management ne~.ds to be <br /> imoroved. <br /> 2 - State ~overn-~ent should take lead in identifyinc <br /> a~.rroFriate sites for facilities. <br />3- l~riva~e industry should be encoura&ed to underzake develo~,- <br /> ment a~nd operation of the facilities, <br />~ - State should identify and respond appropriately to the <br /> poten.~ial local i.,m~acts of needed waste m; naf_~emen~ <br /> facilities. <br />5 - State should ccnsiser the potential advantages and <br /> ~ossibilities for interstate cooperation in ~lannin~. <br />6 - State should encourage public participation and take into <br /> account the opinions and desires of members of the public <br /> in carrying, out functions listed prior. <br />7 - Offer technical assistance to ~enerators and facility <br /> developers in order to foster improvements both in accord <br /> with regulations and going beyond the sco~e of existing <br /> re~:ulations. <br />8 - Authority and res/onsibility to investi~.ate the need <br /> for a wide variety of state and private activities and <br /> to recommend new activities and st.ate policies to the <br /> Legisl'.~ture. <br /> <br />10 General W~B Policies <br /> <br />~ - Protection of the environment <br />2 - Hazardous Waste Msnagement should be a private enterprise <br /> function, but if such is unsble to achieve needed improve- <br /> ments then state may perform whazever necessary to <br /> achieve objectives of the Wasze Management Act. <br />3 - Board's goals should be put in terms of proper <br /> management of different types an~ volumes of wastes. <br />~ - Should be long-term goal for ~inn to properly mansge its <br /> o~n wastes. These management needs not necessarily <br /> need to be in ~;inn. <br />5 - Both in=entives and regulations should be used to <br /> achieve the Plan. RegUlatory requirements should be <br /> aimed at results rather than use of specific pr aczices <br /> or technologies. <br />6 - Proper enforcement of regulations is vi%al zo proper <br /> waste management. To extent possible, funds for en- <br /> forcement should come from those responsible for the <br /> wastes. <br /> 7 - Waste reduction is most strongly preferred by the Board. <br />8 - State's primary responsibility is for wastes ~enerated <br /> in Minn. ~inn should vigorously persue cooperation <br /> with other states to share waste mmna2ement respon- <br /> sibilities. <br /> <br /> <br />
