'1 <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />PROCEEDINGS OF THE <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A Personnel Committee meeting was held on Monday, January 9, 1984 at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. NW, Ramsey, Minnesota 55303. <br /> <br />Members Present: Councilmember A1 Sorteberg <br /> Councilmember Gary Reimann <br /> <br />Also Present: City Administrator Lloyd Schnelle <br /> Building Official Clayton Berg <br /> <br />The meeting was called to order at 7:10 a.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case ~1: Police Labor Negotiations: <br /> <br />City Administrator Schnelle went through the letter the City received from Law <br />Enforcement Labor Services, Inc., representing the police department, as to what <br />the officers are requesting for 1984. <br /> <br />He stated that they are satisfied with the City's contribution of $140 toward health <br />insurance per month and with the City's adopted sick leave/severance plan. He <br />further stated that they are requesting a 5% salary increase, 1I paid holidays and <br />"injury-on-duty". However, they will go with a 4.8% increase and 10 paid holidays <br />if the City would provide longevity pay. The City Administrator cautioned the <br />Personnel Committee to look at the longevity issue very carefully, because this <br />is their major concern. If the City doesn't submit a reasonable plan, we may very <br />well end up in arbitration. They are requesting the following in regards to longevity <br />pay: <br /> <br />After 4 years of service - 3% of base pay <br /> <br />After 8 years of service - 5% of base pay <br /> <br />After 12 years of service - 7% of base pay <br /> <br />After 16 years of service - 9% of base pay <br /> <br />Before the officers would get any form of longevity pay, we would like to see them <br />take an examination for such things as physical endurance and basic police knowledge <br />(i.e. lifting finger prints, CPR, photography, investigative procedures and traffic <br />regulations) before they could advance to the next level. We have called different <br />municipalities to see what their requirements are and we found that no one else <br />requires an examination. The employee automatically takes a jump at the end <br />of so many years of service. The City Administrator again stated that if we fight <br />longevity, they will hang tight on other issues once they get into arbitration and <br />could end up getting everything they want. He further stated that he has sat in <br />on arbitration and mediation and the City doesn't have much of a chance once they <br />get that far. <br /> <br />Personnel Committee/January 9, 1984 <br /> Page 1 of 4 <br /> <br /> <br />
