PROPOSED <br />FINDINGS OF FACT <br />MS. CONNIE HARMER <br /> <br />1) That the Applicant has properly applied for a conditional use permit as required <br />by City Ordinance. <br /> <br />2) That the Applicant appeared before the Planning and Zoning Commission for <br />a public hearing pursuant to the City Zoning Ordinance on January 3, 1984. That <br />said public hearing was properly advertised and the minutes of that public hearing <br />are hereby incorporated by reference. <br /> <br />3) That the Standards for Consideration are as follows: <br /> <br />a) The property is zoned R-1 and this is not a permitted use. <br /> <br /> b) The adjoining properties are residential dwellings located on approximately <br />one acre parcels. <br /> <br />c) There are no known authorized similar uses in the City. <br /> <br />d) There will be no major changes in traffic flow to the area. <br /> <br /> e) Properly operated, the ceramic classes will not affect the lifestyle of the <br />neighboring residents in a rural setting. Further, it should not affect the enjoyment <br />or value of properties in the vicinity. <br /> <br />4) That the Criteria for Approval/Disapproval are as follows: <br /> <br /> a) The Applicant's request is to conduct ceramic classes for up to eight persons <br />per session with two sessions per day and that property operated, this should not <br />be detrimental to or endanger the public health, safety or general welfare and <br />is not contrary to established standards as regulated by City Code. <br /> <br /> b) That ceramic classes will not be unsightly or undesirable or obnoxious in <br />appearance and not hinder the orderly and harmonious development of the City <br />or the district where herein proposed inasmuch as they will be carried.on within <br />the principal structure. <br /> <br />c) Adequate water supply and sewage disposal facilities are or will be provided. <br /> <br /> d) The use will conform to the regulations of R-l, residential, zoning except <br />that a conditional use permit is required. <br /> <br />5) That the Performance Standards are as follows: <br /> <br /> a) Fire protection is provided by the City of Anoka, however, the ceramic <br />classes should not create a fire hazard. <br /> <br />b) Electrical disturbances are not applicable. <br /> <br />c) Vibration will not be applicable. <br /> <br />d) Odors will not be applicable. <br /> <br /> <br />
