m <br />m <br /> <br />! <br />I <br />i <br />I <br />I <br />I <br />I <br /> <br />AUTHORITY FOR REVIEW <br /> <br />The Metropolitan Reorganization Act (Minnesota Statutes Section 471.161, <br />Subd. 2) requires the MWCC to submit its development program or amendments <br />thereto to the Council for review as to consistency with the Council's <br />Water Quality Management Policy Plan. If the Development Program, or por- <br />tion thereof, is returned to the MWCC with appropriate coment, the MWCC <br />may make revisions and resubmit it to the Council for review. <br /> <br />2. As the designated 208 Areawide Water Quality Management Planning Agency, <br /> the Council is to review 201 facility plans for consistency with the <br /> adopted 208 plan (Water Quality Management Policy Plan). <br /> <br />BACKGROUND <br /> <br />In March 1979 the Council adopted a Water Quality Management Development <br />Guide/Policy ~lan that identified a number of alternatives to be evaluated by <br />the MWCC through its (201) facilities planning process. If the MWCC~s <br />recomendations were consistent with a "preferred alternative" identified in <br />the Policy Plan, the MWCC was authorized to include that alternative in a <br />Development Program. If a preferred alternative was not identified, or if the <br />MWCC recommended something other than a preferred alternative, amendments to <br />the Policy Plan would be required. <br /> <br />The Policy Plan amendments adopted by the Council in September 1981 and other <br />amendments including the May 1984 amendment for the most part represent an <br />updating or refinement of the preferred alternatives from the 1979 plan. In <br />addition, some of the recent Policy Plan amendments represent selection of an <br />alternative where previously none had been cited. Both the Policy Plan amend- <br />ments and the MWCC Development Programs for 1982-1986 and 1984-1988 emanate <br />from several years of coordinated and cooperative planning on the part of both <br />the Council and the MWCC. Each document, the Policy Plan and the Development <br />Program, will be subject to further refinement and possible modification to <br />reflect changing federal and state regulations and funding priorities, together <br />with continually evolving metropolitan needs. <br /> <br />DESCRIPTION <br /> <br />(See attachment No. I) <br /> <br />ANALYSIS <br /> <br />New Projects: <br /> <br />Alarm/telemetering System is part of the Interceptor Improvement and <br />Rehabilitation Project. It consists of replacing the old and faulty <br />telemetering system which transmit sewage flow volumes from the 156 meter <br />stations and also high water alarms from pump stations. This equipment <br />replacement is needed for more accurate flow records and system reliabil- <br />ity. This is a system-wide project and is part of Miscellaneous Inter- <br />ceptor Improvements and Rehabilitation, and is consistent with the WRMDG. <br /> <br />Bayport WWTP phase out and construction of pumping station and force main <br />to the Stillwater WWTP is not needed till after 1990 the Bayport Compre- <br />hensive Plan states. This project should be deleted to be consistent with <br />the Bayport Comprehensive Plan. This is a Service Area No. 6 project. <br /> <br /> <br />
