Me <br /> <br />feeder cable to the point of connection. <br /> <br />"Lockout Device" is an optional mechanical or electrical <br /> <br />accessory to a subscriber's terminal which inhibits the <br />viewing of a certain program, certain channel or certain <br />channels provided by way of the cable communications system. <br />"Offering of Grantee" or "Offering" shall mean that certain <br />document dated August 19, 1981, entitled "Application for <br /> <br />Cable Television Franchise" and signed by Grantee, which <br />document is on file with the City Clerk. <br /> <br />"Public Property" is any real property owned by City other <br />than a Street. <br />"Scrambler/Descrambler" refers respectively to the equipment <br />installed in the cable communication system's headend equip- <br />ment and subscriber terminal used to isolate pay cable and <br />other ancillary service channels from basic service which is <br />accomplished by electronically distorting the signal prior <br />to its transmission through the cable communications system <br />and reconstitituting the signal at each authorized location <br />for subsequent display. <br /> <br />Re <br /> <br />"Sidewalk" is the portion of a street delineated for pedes- <br />trian travel. <br /> <br />"Street" shall mean the surface of and the space above and <br />below any public street, road, highway, freeway, lane, path, <br />public way, alley, court, sidewalk, boulevard, parkway, <br /> <br />drive or any easement or right-of-Way now or hereafter held <br />by City which shall, within its proper use and meaning in <br />the sole opinion of City, entitle Grantee to the use thereof <br /> <br />5 <br /> <br /> <br />
