Section 3. Within thirty (30) days after the effective d~te of t-.}~]s ~greement, the City Administrator of ~e City of ~%~lin shall call t.]]e first meeting of ~e C~ission which shall ~ held no later than fifteen (15) days after s~h ~. At ~e organization~ ~eti~, or as s~n thereafi_er as it may reasonably ~ ~ne, ~]e C~mission sh~l select fr~ ~ng the dir~tors a Chair, Vice<hair, ~d S~ret~y~reasurer, adopt By-Laws governing its pr~c~ures including the time, place, ~tice for ~d fre~en~ of its rc~u].ar meetings, adopt a pr~edure for calling s~igl m~eti~s, ~d such other matters as ~e requir~ ~ this agr~ment. The ~ission, in its By-Laws, ~y provide for ~e division of the office of Secretly - Treasurer into the offices of S~ret~y ~]d Treasurer. VIII. P~ ~ ~I~ OF ~ ~SSI~ Section 1. The ~ers ~d duties of ~e ~ission sh~l i~lude the ~ers set forth in ~is Article. S~tion 2.
