If such maintenance or repair is required as a <br /> result of damage caused by subscriber, Grantee may <br /> charge to the subscriber as a maximum its direct costs <br /> for material and labor for service calls to subscrib- <br /> er's home. <br /> <br /> (4) Rates for new or additional services not initially in- <br /> <br /> cluded in Offering of Grantee and therefore not listed <br /> in Exhibit A shall be established by resolution of <br /> Council of City according to the terms of this Fran- <br /> chise. <br /> <br />Rate Changes. <br /> <br />(1) No rate change shall be approved that would result in <br /> different rates or charges for service to similarly <br /> situated subscribers in the rate territory, other than <br /> those specified in Article VI, Section 2.B. <br /> <br />(2) The standards for reviewing a proposed rate change will <br /> include at least the following: <br /> <br /> (a) The ability of the Grantee to render System serv- <br /> <br /> ices and to derive a reasonable profit therefrom <br /> under the existing rate schedule and proposed rate <br /> schedule; <br /> <br /> (b) All revenues and profits or actual losses derived <br /> from System; <br /> <br /> (c) Tax benefits and tax costs received by Grantee, <br /> <br />40 <br /> <br /> <br />
