I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> <br />Improvement Program at Community Parks and Playfields <br /> <br />CENTRAL PARK - COMMUNITY PLAYFIELDS <br /> <br />This 45 acre site was conveyed to the City by Federal Cartridge Company. <br />It is developed as a major multi-use playfield area including six softball fields, <br />a baseball field, hockey, free-skating, football-soccer fields, playground areas, <br />a sand volleyball court, and horseshoe courts. All athletic fields are irrigated. <br />There are three structures in the park, a park center building, warming house <br />and picnic shelter. <br /> <br />Future improvements include lighting of ballfields, parking lot paving, <br />development of basketball and tennis courts and additional landscaping. <br />Expansion of this playfield area to the east will be required to meet the <br />demand for developed athletic facilities. Parking areas would be included <br />along with lighting and an irrigation system. Complete development of this <br />community playfield will cost well over a million dollars, but it is designed <br />and being developed so that portions of the area are completely usable during <br />each phase. Additional corporate and private donations would be particularly <br />advantageous for development of this park. This site is outside the planned <br />urbanization area. <br /> <br />RAMSEY ELEMENTARY SCHOOL - COMMUNITY PLAYFIELD <br /> <br />This 47 acre school site serves as a large scale, community recreation area in <br />the City. Currently, it has two hockey rinks, a warming house, four softball <br />fields and large playground. None of the playfields are irrigated and tend to <br />be in poor condition due to heavy use on the sandy soils. <br /> <br />It is proposed that a comprehensive plan of this site be made before expanding <br />any existing recreation facilities. Also proposed is a 3/4 mile all purpose trail <br />following a drainage ditch south from the southwest corner of the Ramsey <br />Elementary site, to the urban neighborhoods. A similar extension of the trail <br />to the north is proposed. <br /> <br />The school site itself is presently not used to the best advantages. <br />Comprehensive planning to include better designed and maintainable fields in <br />conjunction with areas specifically for smaller children (play equipment) is the <br />long-term goal. Planning and development expenses should be shared <br />between the School District and the City under a formal written agreement. <br /> <br />29 <br /> <br /> <br />
