C. RIVER'S BEND PARK - COMMUNITY PARK

Eo

This 63 acre park lies along the Rum River and is located within the urban area
of the City. The park is bisected by County 116 separating the park into two
distinct parcels. The northern half of the park provides facilities for organized
athletic facilities while the southern portion of the park is focused on passive
activities. The two portions are connected by a paved pedestrian path and
limited access road through a bebo structure under 116.

Facilities in the northern portion of the park include a soccer field, softball
field, totlot, four tennis courts and paved parking lots. A portion of these
improvements were developed through the State's Athletic Facilities
Development Fund. The southern portion of the park provides approximately
a mile of paved walkways, benches, picnic area, handicapped and senior
citizen's parking lot and eight acres of prairie planting. A handicapped
accessible fishing pier will be installed in the southern portion of the park in
1991 in cooperation with the Department of Natural Resources.

Proposed future facilities development include a basketball/hard surface court,
irrigation of ballfields, picnic shelter, restrooms, utilities and additional trails in
the northern half of the park. Future development in the south half of the park
includes a picnic shelter, restrooms, interpretive stations, observation blinds,
additional picnic facilities and landscaping elements.

RAMSEY TERRACE - MINI-PARK

This park is located in the urban area. Currently, of the 4.6 acres,
approximately two acres are usable and partially developed with some
playground equipment, picnic table, grill and bench. This small area is sloped
and hilly, making any additional development nearly impossible.

The area to the north should be considered for acquisition because it is marked
by trails winding through a heavily wooded hilly area and it abuts a large
natural pond. As the urban district is developed, this shoreland trail area could
be developed with access, parking and additional facilities, like pedestrian,
jogging, and bicycle paths interspersed with picnic areas and unstructured play
areas,

This park is planned to be linked to the park located at Ramsey Elementary
School by trails.

TITTERUD PARK - NEIGHBORHOOD PARK

This park contains 7.0 acres located between Ramsey Boulevard on the east
and Jaspar Street N.W. on the west. It has been developed with a softball
field, two lighted tennis courts, a small soccer field, totlot and a picnic area.

The two parking lots should be blacktopped. A smaller shelter area should be
constructed. Fencing should be installed on the east end of the park along the
ROW of Ramsey Boulevard.

31
