VI. PARKS MAINTENANCE <br /> <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br /> <br />Development of parks facilities requires significant levels of investment to <br />assure safe, useable long-term play areas. The cost of development is, <br />however, only one of the costs of a park system, since once developed, the <br />parks must be maintained. <br /> <br />The City of Ramsey annually allocates maintenance funds for all City parks <br />based on personnel, specific requirements and funding limitations. The <br />operating and maintenance budget has increased significantly over the last five <br />years reflecting recent developments within the parks system. As the system <br />continues to be developed, operations and maintenance costs are expected to <br />increase. <br /> <br />Different levels of development, however, require different levels of <br />maintenance. Undeveloped parks, for example, generally receive light use and <br />require less maintenance than developed, lighted playfields. Draft maintenance <br />standards have been developed for the parks system based on different parks <br />classifications which consider level of development, type of development, <br />service needs, and user intensity. The draft standards should be reviewed, <br />revised as appropriate and adopted by the City Council as a guide for <br />maintenance of the parks system. <br /> <br />RAMSEY PARKS MAINTENANCE CLASSIFICATIONS <br /> <br />Class I Parks <br /> <br />These are frequently used during the week and also experience heavy weekend <br />use. These parks have developed athletic facilities and support facilities (e.g. <br />picnic areas, toilets, parking, etc.). <br /> <br />Class II Parks <br /> <br />These experience occasional use during the week but experience <br />predominantly weekend use. They do not have developed athletic fields or <br />facilities but may have picnic areas, special use areas, playground equipment, <br />informal ball fields. <br /> <br />Class III Parks <br /> <br />These are Iow use natural areas with no developed facilities other than trails <br />or pathways. <br /> <br />Class IV- Open Space <br /> <br />These are areas of marsh, storm water basins or other dedicated lands which <br />are incapable of development for parks use. <br /> <br />44 <br /> <br /> <br />
