14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />WMMI has entered into an agreement with the City to develop a ski area <br />using approximately 10 acres of the landfill. If this is not viable, the <br />development agreement provides for WMMI to dedicate approximately <br />50 acres north of the landfill to the City for recreation purposes. If this <br />area is made available, the City should develop organized athletic <br />facilities and hard surfaced courts on this parcel. Alternatively, an area <br />east of Sunfish Lake Bivd. should be acquired. The City should consider <br />acquiring an option on the Sunfish Lake parcel through 1994 by which <br />time a decision should be reached. <br /> <br />A parcel near Hwy. 47 and 162nd Avenue would be developable for park <br />facilities and would serve the needs of the residents in the eastern half <br />of the City for playfield area. The approximate size of this parcel should <br />be in the area of 65-80 acres. <br /> <br />Four broad areas should particularly be targeted for development of <br />neighborhood parks due to the boundaries created by heavily traveled <br />roads and proximity to other developed parks. These are' <br /> <br />· <br />· <br />· <br /> <br />Residential areas south of Highway 10. <br />Residential area north of Industrial Boulevard. <br />Residential area between Co. 5 and Hwy. 47. <br />Residential area between 153rd Avenue east of State Hwy. 47. <br /> <br />For the last several years, a particular emphasis has been placed on <br />development of a trail system in the City. The underlying reasons for <br />this are threefold: <br /> <br />Development of a trail system was a major recreational need <br />expressed by Ramsey residents in a March, 1987 survey. <br /> <br />bo <br /> <br />It is unlikely that adequate parks and playfields can be developed <br />at a level to meet the demands of each neighborhood. Thus, <br />development of the trail system emphasizes linking neighborhoods <br />to developed and developable parks through off road trails. <br /> <br />Co <br /> <br />The trails are, in effect, linear parks which provide recreational <br />opportunities, resource protection, and provide adequate buffer <br />between park users and residents by preserving sufficient corridor <br />widths. <br /> <br />The City should begin budgeting for trail acquisition so that continuous <br />trail corridor is available for development. <br /> <br />48 <br /> <br /> <br />
