I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilmember Cich introduced the following resolution and moved for its adoption: <br /> <br /> RESOLUTION #90-10-341 <br /> <br />RESOLUTION ADOPTING POLICY FOR SURFACING OF PLAYGROUND <br />EQUIPMENT AREAS IN CITY PARKS <br /> <br /> WHEREAS, the City Council of the City of Ramsey has supported the development of <br />recreation playground facilities at City Parks; and <br /> <br /> WHEREAS, nearly 70% of playground injuries nationwide reportedly are caused by <br />falls from equipment, the City of Ramsey is concerned with the cushioning properties of <br />playground surfacing at City Parks; and <br /> <br /> WHEREAS, many of the playground equipment areas of the City currently have no <br />resilient surfacing, but rather are situated on indigenous soils. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the City desires to enhance safety for recreational users within the City park system. <br /> <br />2) That it shall be the policy of the City that all new playground equipment installations be <br /> provided with resilient surfacing prior to making the equipment available for use. <br /> <br />3) That it shall further be the policy of the City to retrofit existing playground areas with <br /> resilient surfacing to the extent that funds permit. <br /> <br />4) That it is realized that due to funding limitations, it may require several years to complete <br /> the process of upgrading surfacing of existing playground equipment areas. <br /> <br />5) That suitable resilient surfacing materials are defined as loose sand, pea gravel, bark, wood <br /> fiber, robber mulch or rubber mat systems. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />DeLuca and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Councilmember Cich <br /> Councilmember DeLuca <br /> Councilmember Pearson <br /> Councilmember Peterson <br /> <br />and the following voted against the same: <br /> <br /> None <br /> <br />and the following abstained: <br /> <br /> None <br /> <br />and the following were absent: <br /> <br />Mayor Reimann <br /> <br /> <br />
