I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />II. <br /> <br />PARKS AND OPEN SPACE GOALS <br /> <br />In 1977, the City of Ramsey developed a Comprehensive Park and Open <br />Space Plan which was updated in 1980. The following is an update of the <br />park plan, which includes the goals proposed for the next five years. <br /> <br />GOALS: <br />1. A long range Capital Improvement Budget and Program (CIP) should be <br /> developed to provide efficient use of park land to meet the expanding <br /> needs of the people. <br /> <br />Recreation facilities should be designed to meet the needs of the people, <br />especially at neighborhood levels. <br /> <br />Planning for park development, land acquisition and programs should be <br />coordinated with adjacent communities, the school district, the County, <br />the State, the Department of Natural Resources and other governmental <br />bodies. <br /> <br />Parks and Open Space should be developed and improved to take <br />maximum advantage of natural features such as Lake Itasca, Sunfish <br />Lake, Trott Brook, natural drainage areas, wooded areas or other <br />significant physical features. <br /> <br />Great effort should be made to preserve land along Trott Brook to link <br />a major trail system across the City which could eventually tie in with <br />the Rum River Central Park in the northeast corner of the City. <br />Consideration should be given to implementing this through selected <br />acquisitions, trail easements, and scenic easements as well as park <br />dedication. <br /> <br />All community parks should extend to street lines and not abut <br />residential property. This is for the safety and protection of the user <br />and adjacent property owner. Whenever possible, neighborhood parks <br />should extend to street lines also. <br /> <br />Presently, emphasis should be placed on appropriate land acquisition. <br />Development will then follow on a priority basis. <br /> <br />Urban density residential development should dedicate 10 percent of <br />subdivided land or in lieu of that provide cash based on the market value <br />of the undeveloped land. Park dedication requirements should reflect <br />a lower need for parks in Iow density areas and a greater need in high <br />density development areas. Commercial and industrial development <br />should dedicate 5% of the gross land area being subdivided or cash in <br />lieu of land dedication. This cash is to be deposited in an interest <br />bearing account specifically for park land acquisition or for park <br />development. The desired size and location of park land shall be <br />reached by agreement between developers and the City. The City <br />should not accept parcels of land that are unsuitable for park <br />development unless such land is in excess of that normally required to <br />be dedicated. <br /> <br />5 <br /> <br /> <br />
