COMPONENT

PUBLIC FACILITIES ELEMENT

People look to the public sector to provide basic services such as
roads, parks, and utilities. The discussion of each one of these
subjects includes both an inventory and the plan.

PARKS AND OPEN SPACE

INVENTORY

Before an assessment can be made of the recreational needs of Champlin,
Anoka and Ramsey, the existing parks and open space facilities must
be identified. Those items which were examined were: parks, trails,
existing public rights-of-way which have access to the river, and water
uses. With a variety of parks and recreational facilities, it is im-
portant to have a clearly understood functional classification system.

For this reason the Metropolitan Council's classification system was
selected to assist in catagorizing existing parks as well as help de-
fine future park needs (See Table 5).

TABLE 5

METROPOLITAN RECREATION OPEN SPACE SYSTEM

USE
5pec~a'i~-i~b'~ t-~ serve a
concentrated or limited population
or specific group such as tots or
senior citizens; may be in locations
such as apartment complexes, town-
house developments, or commerical
centers.

SERVICE AREA SITE SiTE ATTRIBUTES

Less than 1/4 Less than
mile 1 acre

SITE LOCATION

NEIGHBORHOOD
PARK PLAYGROUND

Area for intense recreational
activ/tes such as field games.
court games, crafts, apparatus
area, skating, neighborhood
center~.

1/4 to 1/2 mile 10-25 Physiography
radius to serve acres suited for
a population of intense develop-
4,000 to 5,000 ment.
(neighborhood)

Proximity to ele-
mentary schools.

COMMUNITY
PLAYFIELD

Area for intense recreational
facilities such as athletic
fields and swimming pools;
could include neighborhood
Use.

3-5 neighborhoods 25-50 Physiography
(community*) acres suited for
intense
development.

Proximity to second-
ary school and other
public facilities.

COMMUNITY
PARK

Area of natural or ornamental
quality for outdoor recreation
such as walking, viewing,
sitting, picnicking; could have
· ome field and court games.

3-5 neighborhoods 25-50 Affords natural
(community') acres features with
varied physio-
graphic interest.

Proximity to commu-
nity facilities &
where resources are
available.

REGIONAL PARK

Area of natural or ornamental
quality for nature,oriented
outdoor recreation such as
picnicking, boating, fishing,
swimming, skiing, hiking, &
camping.

3-5 communities'

39

200-500 Complete natural
acres setting contiguous
(1 IX) acre to water bodies or
minimum) water courses where
possible.

Where natural re-
source occurs -
particularly water-
