ENVIRONMENTAL POLICIES <br /> <br /> NATURAL <br />WATERCOURSES 3. <br /> <br /> 4. <br /> <br />NATURAL WATERCOURSES SHALL B.E MAINTAINED TO HANDLE <br />STORM WATER RUNOFF. <br /> <br />SUBDIVISION REGULATIONS SHALL REQUIRE PROTECTION OF <br />NATURAL WATERCOURSES AS PART OF THE DEVELOPMENT PLAN <br />THROUGH EASEMENTS OR LAND DEDICATION. <br /> <br />STORM WATER DISCHARGED INTO PUBLIC BODIES OF WATER <br />AND WATERCOURSES SHALL MEET MINIMUM STANDARDS ESTAB- <br />LISHED BY THE MINNESOTA POLLUTION CONTROL AGENCY. <br /> <br />COMPREHENSIVE STORM WATER DRAINAGE PLANS SHALL BE <br />COMPLETED PRIOR TO URBAN DEVELOPMENT OCCURRING WITHIN <br />A WATERSHED. THE PLAN SHALL MAXIMIZE THE USE OF <br />EXISTING WATERCOURSES AND WETLAND AREAS. <br /> <br />SLOPES <br /> <br />NO STRUCTURE WILL BE ALLOWED ON SLOPES WHICH ARE <br />SUSCEPTIBLE TO SEVERE EROSION (GREATER THAN 18%). <br />THESE SLOPES SHALL BE MAINTAINED IN A NATURAL STATE <br />AND REGULATIONS SHALL REQUIRE MAINTENANCE OF <br />VEGETATIVE COVER TO MINIMIZE EROSION PROBLEMS. <br />OWNERS OF SHORELINE PROPERTY WITH BANKS WHICH EXCEED <br />18% MUST OBTAIN A PERMIT FROM THE MUNICIPALITY FOR <br />ALL IMPROVEMENTS INCLUDING GRADING, EXCAVATION, <br />LANDSCAPING OR CONSTRUCTION. <br /> <br />DEVELOPMENT CONTROLS SHALL BE ADOPTED TO MINIMIZE <br />EROSION AND SLIPPAGE ON SLOPES OF 12 TO 18% THAT <br />ARE SUBJECT TO MODERATE EROSION. CONTROLS WILL <br />REQUIRE REPLACEMENT OF ALL VEGETATIVE COVER ON THESE <br />SLOPES TO MINIMIZE EROSION PROBLEMS. <br /> <br />DURING CONSTRUCTION, THE SOIL SHALL BE LEFT BARE FOR <br />THE SHORTEST TIME POSSIBLE. PRECAUTION MUST BE TAKEN <br />TO TRAP SEDIMENT. <br /> <br />SHORELINE PROTECTION AND STABILIZATION WILL BE THE <br />INDIVIDUAL PROPERTY OWNERS RESPONSIBILITY. INFORMATION <br />GENERATED FROM THE U.S. CORPS OF ENGINEERS STUDY WILL <br />BE MADE AVAILABLE BY THE CITY TO ASSIST PROPERTY <br />OWNERS WITH BOTH PERMIT APPLICATIONS AND DESIGN <br />ALTERNATIVES FOR THE IMPROVEMENTS. <br /> <br />-15- <br /> <br /> <br />
