PUBLIC FACILITIES ELEMENT <br /> <br />People look to the public sector to provide basic services such as roads, <br />parks, and utilities. The discussion of each one of these subjects includes <br />both an inventory and a plan. <br /> <br />PARKS AND OPEN SPACE <br /> <br />Inventory - Before an assessment can be made of the recreational needs of <br />Champlin, the existing parks and open space facilities must be identified. <br />Those items which were examined were: parks, trails, existing public <br />rights-of-way which have access to the river, and water uses. With a variety <br />of parks and recreational facilities, it is important to have a clearly <br />understood functional classification system.
