MISSISSIPPI RIVER CRITICAL AREA

The Governor's action initiated a four stage planning process. The first
step requires the Metropolitan Council to review each community's existing
plans for compliance with the Critical Area Standards. Second]y, communities
were requested to prepare a work program which would incorporate Critical
Area Standards into their present plans and ordinances, and grants were
awarded based on a proposed work schedule. In the third step, local units
of government are required to complete the work program established in the
second stage. The fourth and final stage of the planning program involves
the Metropolitan Council's review of the plans and approval by the Minnesota
Environmental Quality Board.

-2-
