at the Coon Rapids Dam Regional Park, there has been an increased concern <br />about boat safety, horsepower limitations, and the river's capacity to <br />handle additional boats and erosion. Determining whether or n~t these concerns <br />merit the adoption of Water Use Regulations is beyond the scope of this project, <br />but the Minnesota Environmental Quality Board, the Hennepin County Park Reserve <br />District, the Anoka County Park Board, and the Minnesota Department of Natural <br />Resources and the cities along the 6-mile pool should study this issue. <br /> <br />Another activity which is presently allowed on the river is seaplane take-off <br />and landing. Only a few planes are based on the river, but with increasing <br />recreational use of the river the Minnesota Department of Transportation should <br />be requested to remove the river as an approved landing and take-off site. <br /> <br />Historic and Cultural Sites - The Minnesota State Historical Society has not <br />completed a survey of any of the CAR communities. <br /> <br />TRANSPORTATION <br /> <br />Inventory - Champlin and Anoka have completed thoroughfare plans in prior <br />planning efforts. The purpose of a Transportation Plan is to develop a road <br />network which allows for the expedient movement of people and goods from one <br />place to another, either within or through the community. The thoroughfare <br />plan, in effect, is an implementation tool for the proposed Land Use Plan <br />because the latter determines development intensity, while the former determines <br />the road improvements necessary to accommodate that development. Within the <br />Critical Area, the traffic patterns have essentially been established, and <br />major changes will not be proposed in this report. <br /> <br />The individual streets and highways which comprise the transportation system <br />within the CAR communities vary widely in their functions.
