PLAN <br /> <br />The current Thoroughfare Plan for the City of Champlin recommends realignment <br />of the following intersections with Highway 169: Douglas Drive North, 109th <br />Avenue North and Winnetka Avenue North. The realignment will provide for <br />perpendicular intersections which wi11 improve safety and traffic capacity. <br />The Champlin plan also recommends realignment of County Road 12 on Goodrich <br />Avenue North, which would involve straightening out the existing roadway. <br /> <br />UTILITIES <br /> <br />Inventory - Champlin provides municipal water and sewer services to certain <br />areas. All sewage is treated at the Anoka Wastewater Treatment Plant which <br />provides a secondary level of treatment. The plant is not expected to reach <br />capacity until 1985, but the Metropolitan Waste Controt Commission is currently <br />studying whether or not it should be phased out. This issue is currently <br />being examined as part of the 2~8 Wastewater Management Plan. The alternative <br />to expanding the Anoka plant is the construction of the Champlin-Anoka-Brooklyn <br />Park interceptor (CAB). Approximately half of Champlin's Critical Area is <br />served with public utilities. <br /> <br />The major drainage way in Champlin is Elm Creek. <br />systems which drain into the Mississippi River. <br />also include several ponding basins. <br /> <br /> Champlin has storm sewer <br />The storm sewer systems <br /> <br />There are several utilhity crossings, but of most concern from an aesthetic <br />standpoint is power line crossings. Northern States Power and Anoka Power <br />and Light provide services to this area (See Map). Of the four transmission <br />line crossings, two are submerged cables on the floor of the river. Anoka <br />Municipal Electric presently has plans for one more submarine line across <br />the Mississippi River which will effect Champlin. <br /> <br />-39- <br /> <br /> <br />
