THE PLAN <br /> <br />Before any local decisions can be made regarding public sewers, the Metro- <br />politan Waste Control Commission's 208 Study will have to be completed. <br />Because of the substantial public investment which is being made along <br />the Coon Rapids Pool for park and recreation facilities, increasing the <br />capacity of the Anoka Treatment Plan should be viewed with concern. Regard- <br />ing private sewage systems, both Champlin and Ramsey have ordinances <br />governing private sewage systems which were adopted within the last three <br />years. <br /> <br />Within Champ]in there are no plans for additiona] major transmission line corridors. <br />As power demands increase, there will be the need for additional crossings. <br /> <br />Utility companies should be encouraged to use submarine cables where possible <br /> <br />in existing corridors rather tha~ creating new crossings. <br /> <br />The issue of storm water drainage was discussed earlier in the report under <br /> <br />the section on natural watercourses. Champlin should utilize a Comprehensive <br />Storm Water Run-Off Plan prior to any development within a watershed. Indentifi- <br />cation of wetlands and drainage ways is needed to reduce drainage costs and <br />maintain environmental areas in the community. <br /> <br />-41 - <br /> <br /> <br />
