PUBLIC FACILITIES POLICIES <br /> <br />SHORELAND ACRES WHICH ARE NOT SUITABLE FOR URBAN DEVELOPMENT DUE TO <br />SUSCEPTIBILITY OF FLOODING, HIGH GROUND WATER LEVELS OR STEEP SLOPES <br />SHOULD BE ACQUIRED OR DEDICATED DURING PLATTING FOR PARK PURPOSES. <br /> <br />CONTINUOUS TRAILS WILL BE PROVIDED ON BOTH SIDES OF THE MISSISSIPPI <br />RIVER FOR PEDESTRIAN AND BICYCLE USE. WHERE DIRECT ACCESS TO THE <br />RIVER IS NOT POSSIBLE, EXISTING STREETS WILL BE USED AS PART OF THE <br />TRAIL SYSTEM AND IDENTIFIED WITH SIGNS. <br /> <br />TRAILS SHALL BE DESIGNED WITH BITUMINOUS SURFACE AND SEPARATION OF <br />BICYCLE AND PEDESTRIAN TRAFFIC WHERE POSSIBLE. <br /> <br />SINCE THE COON RAPIDS POOL IS NOW MORE ACCESSIBLE TO BOAT USERS <br />APPROPRIATE AGENCIES SHOULD INVESTIGATE THE NEED TO LIMIT BOAT ACCESS, <br />LIMIT SIZE OF MOTORS OR OTHER WATER USE REGULATIONS TO INSURE THE <br />SAFETY OF THOSE USING THE FACILITY AND CONTROL EROSION. <br /> <br />THE MINNESOTA DEPARTMENT OF TRANSPORTATION SHOULD AMEND ITS EXISTING <br />REGULATIONS TO PROHIBIT SEAPLANE ACTIVITY ON THE MISSISSIPPi RIVER <br />WITHIN THE METROPOLITAN AREA. <br /> <br />REMODELING OR REDEVELOPMENT OF COMMERCIAL AREAS ABUTTING U.S. HIGHWAY <br />52 WILL NOT BE ALLOWED WITHOUT A REDUCTION IN THE NUMBER OF ACCESSES. <br /> <br />HENNEPIN COUNTY AND THE MINNESOTA DEPARTMENT OF TRANSPORTATION SHOULD <br />MAKE IMPROVEMENTS IN THE ALIGNMENT AND THE INTERSECTIONS OF THE GREAT <br />RIVER ROAD (U.S. HIGHWAY 169 AND COUNTY ROAD 12)' <br /> <br />CONTINUED USE OF THE ANOKA WASTEWATER TREATMENT PLANT COULD JEOPARDIZE <br />WATER QUALITY STANDARDS NECESSARY FOR CONTINUED RECREATIONAL USE OF <br />THE RIVER, CONSEQUENTLY THE PLANT SHOULD BE PHASED OUT OF EXISTANCE <br />WITH THE CONSTRUCTION OF THE CAB INTERCEPTOR. <br /> <br />FUTURE OVERHEAD ELECTRIC TRANSMISSION LINES SHOULD BE LOCATED WITHIN <br />EXISTING OVERHEAD CORRIDORS, AND SUBMARINE CABLES USED WHERE POSSIBLE. <br /> <br />-43- <br /> <br /> <br />
