Although we are in agreement <br />with most of the City's requested changes, we disagree with the <br />following: <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> ~91ens Marsh (2-111P) We do not feel that the City has justi- <br /> fied that the deletion of this basin best accomodates future <br /> development. More than half of the riparian shoreland exists <br /> as one (1) acre lots to be subdivided in the future as half <br /> (%) acre lots (consistent with Recreational Development guide- <br /> lines of 20,000 square feet, sewered). Second and third tier <br /> developments can be accomodated by either back lot sizes of <br /> 15,000 square feet and/or higher-density cluster developments. <br /> <br />We agree that the north half of basin l14P (along County Ditch 43) <br />should not be included in the classification system because (1) <br />that half was not included in the preliminary classification, and <br />(2) the Public Waters Inventory (which has identified the north <br />half as part of the basin) has not been strictly used in the past <br />for the basis of shoreland identification. <br /> <br />We suggest that, to maintain consistent zoning standards throughout <br />the City, an addition be made to the shoreland classification. <br />Thorn Lake (2-307W), located in the northwest portion of the City <br />boundaries is a 424-acre Type IV wetland. Its natural characteristics <br />and location in the City's development scheme make it fall easily <br />into the Natural Environment classification. It is our recommenda- <br />tion to the City Council, therefore, to include Thorn Lake in the <br />Shoreland Management Program. <br /> <br />As indicated in our letter dated December 1, 1983, the City of Ramsey <br />must adopt shoreland controls within one (1) year of the receipt <br />of that letter--generally during the first week of December.
