I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> FINDINGS OF FACT 00 <br />SLEEP EASY MATTRESS COMPANY~ INC. <br /> <br />1) That the applicant has properly applied for a conditional use permit to manufacture <br />mattresses, box springs and softside waterbeds in a B-I, Business, zone. <br /> <br />Z) That the property is legally described as Lot 1, Block Z, Alpaca Estates. <br /> <br />3) That the applicant has appeared before the City of Ramsey's Planning and Zoning <br />Commission for a public hearing pursuant to the City's Zoning Ordinance on May 1, 1984 <br />and that said public hearing meeting minutes are hereby incorporated as a part of these <br />findings by reference. <br /> <br />4) That said public hearing was properly advertised in the official City newspaper and <br />that the adjoining property owners were notified of said public hearing in accordance with <br />City Ordinance. <br /> <br />5) That the Standards for Consideration are as follows: <br /> <br /> a) The property is zoned B-1 and this is not a permitted use. <br /> b) That the adjoining properties are one plus acre lots zoned B-1 which are vacant. <br /> c) That there are no other similar uses located within the City. <br /> d) That there will be no adverse effect on traffic in the area. <br /> <br /> e) That the proposed use will not be dangerous or detrimental to persons working or <br />residing in the vicinity or the public welfare and it will not substantially impair the use, <br />enjoyment or value of any property in the area. <br /> <br /> 6) That the Criteria for Approval are as follows: <br /> <br /> a) That the establishment, maintenance or operation will not be detrimental to or <br /> endanger the public health, safety or general welfare and is not contrary to established <br /> standards, regulations or ordinances of other governmental agencies. <br /> <br /> b) That the structure or improvement is so designed and constructed that it is not <br /> unsightly, undesirable or obnoxious in appearance and that it will not hinder the orderly <br /> and harmonious development of the City and the use district wherein proposed. <br /> <br /> c) That the use will not be substantially injurious to the permitted uses nor unduly restrict <br /> the enjoyment of other property in the immediate vicinity nor substantially diminish and <br /> impair property values within the area. <br /> <br /> d) That the establishment of the use will not impede the orderly and normal development <br /> and improvement of the surrounding property for uses permitted in the zoning district. <br /> <br /> e) That adequate water supply <br />accordance with applicable standards. <br /> <br /> f) That adequate access roads, <br />and drainage have or will be provided. <br /> <br />and sewage disposal facilities are provided and in <br /> <br />on-site parking, on-site loading and unloading berths <br /> <br /> <br />
