[P~RS ~D DUTIES.] In order to develop and 14 implement co,unity based energy pro9r~s, a co, unity energy 15 council may: 16 {1) analyze social and economic impacts caused by energy I I I I I I I I I I I 17 expenditures; 18 (2) plan, coordinate., advertise, and provide energy' 19 programs to minimize negative social and economic impacts; 20 (3) seek, accept,.and disburse 9rants and other aids from 21 p,ubl~c or private sources for purposes authorized in this 22 subdivision; and 23 ii) exercise other povers and duties imposed on it by 2& statute, charter~ or by ordinance. 25 Subd. 4. [DKPARTMENT ASSISTANCE.] The commissioner may 26 provide professional and financial assistance to communities to 27 establish community energy councils, and develop and implement 28 community e~ergy programs, within available resources. 9 - Sec. 108. [116J.873] [ECONOMIC RECOVERY GRANTS.] 0 Subdivision 1. [ADMINISTRATION.] Economic recovery 9rants 31 shall be made available to local communities and recognizgd 32 Indian tribal 9overrtments in accordance with t~e rules adOPted ~3 for economic development 9rants in the small cities community 3~ development block grant pro, rams, except that all units ~f' 35 ~eneral purpose local government are eligible applicants for 36 economic recover~ grants.
