[P~RS ~D DUTIES.] In order to develop and <br /> 14 implement co,unity based energy pro9r~s, a co, unity energy <br /> <br />15 council may: <br /> <br />16 {1) analyze social and economic impacts caused by energy <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />17 expenditures; <br />18 (2) plan, coordinate., advertise, and provide energy' <br />19 programs to minimize negative social and economic impacts; <br />20 (3) seek, accept,.and disburse 9rants and other aids from <br />21 p,ubl~c or private sources for purposes authorized in this <br />22 subdivision; and <br />23 ii) exercise other povers and duties imposed on it by <br />2& statute, charter~ or by ordinance. <br />25 Subd. 4. [DKPARTMENT ASSISTANCE.] The commissioner may <br />26 provide professional and financial assistance to communities to <br /> <br /> 27 establish community energy councils, and develop and implement <br /> <br /> 28 community e~ergy programs, within available resources. <br /> <br /> 9 - Sec. 108. [116J.873] [ECONOMIC RECOVERY GRANTS.] <br /> <br /> 0 Subdivision 1. [ADMINISTRATION.] Economic recovery 9rants <br /> <br /> 31 shall be made available to local communities and recognizgd <br /> 32 Indian tribal 9overrtments in accordance with t~e rules adOPted <br /> ~3 for economic development 9rants in the small cities community <br /> 3~ development block grant pro, rams, except that all units ~f' <br /> 35 ~eneral purpose local government are eligible applicants for <br /> 36 economic recover~ grants.
