DARLENE DICKMAN <br /> <br />1) That the applicant has properly applied for a conditional use permit as required <br />by City Ordinance. <br /> <br />Z) That the applicant appeared before the Planning and Zoning Commission for a <br />public hearing pursuant to the City Zoning Ordinance on March 6, 1084. That said <br />public hearing was properly advertised and the minutes of that public hearing are <br />hereby incorporated by reference. <br /> <br />3) That the standards for consideration are as follows: <br /> <br />a) The property is zoned R-1 and is not a permitted use. <br /> <br /> b) The adjoining properties are residential dwellings located on approximately <br />one to two and one-half acre parcels. <br /> <br />c) There are no known similar authorized uses in the City. <br /> <br />d) There will be no major changes in traffic flow to the area. <br /> <br /> e) Properly operated, the counseling service should affect the lifestyle of the <br />neighboring residents in a rural setting. Further, it should not affect the enjoyment <br />or value of properties in the vicinity. <br /> <br />4) That the criteria for approval/disapproval are as follows: <br /> <br /> a) That the applicant's request is to operate a counseling service, out-patient <br />by appointment only, in her residence located at 8451 - 160th Circle NW. <br /> <br /> b) That the establishment, maintenance or operation may be detrimental to <br />or endanger the public health, safety or general welfare and is not contrary to <br />established standards, regulations or ordinances of other governmental agencies. <br /> <br /> c) That there will be no physical changes to the exterior of the structure and <br />therefore it will not be unsightly or obnoxious in appearance and will not hinder the <br />orderly and harmonious development of the City or the district wherein proposed. <br /> <br /> d) That the use may be injurious to the permitted uses and unduly restrict <br />the enjoyment of other property in the immediate vicinity and could substantially diminish <br />and impair property values within the area. <br /> <br /> e) That the establishment of the use may impede the orderly and normal <br />development and improvement of the surrounding property for uses permitted in the <br />zoning district. <br /> <br /> f) That adequate water supply and sewage disposal facilities are provided and <br />in accordance with applicable standards. <br /> <br /> g) That adequate access roads, on-site parking and drainage have been or will <br />be provided. <br /> <br /> h) That adequate measures have been taken to provide ingress and egress so <br />designed as to minimize traffic congestion on public roads. <br /> <br /> <br />
