I <br />! <br /> <br />Chairman Peterson - The City does put restrictions on conditional use permits <br />and the proposed business will be limited to the conditions set down by the <br />City. <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br /> <br />Mr. Manthey - Stated that he has heard that Anoka County has purchased a large <br />parcel of land in Anoka County to be used for half-way houses and such. <br /> <br />Commissioner Zimmerman replied that the County would have to approach the <br />City of Ramsey in order to do such a project; they cannot just move in and do <br />it. commissioner Zimmerman further commented that the conditional use permit <br />is reviewed once a year and if the applicant is not abiding by the restrictions <br />set down in the agreement, the permit is revoked. A conditional use permit <br />does not allow the business to grow beyond the limits set. <br /> <br />Gary Albrecht - Stated that he is against converting a residential area into <br />a business venture. Suggested that this counseling service be based in a <br />commercial area. Referred to findings of fact item 3.c (no known similar <br />uses in the City) and stated that allowing this use would invite similar <br />uses. <br /> <br />Resident - 164th Lane NW - Inquired if Ms. Dickman's clients are people who <br />have had adverse contact with the law? <br /> <br />Ms. Dickman replied that she does not counsel criminals, that she deals with <br />family oriented problems. <br /> <br />Resident - 164th Lane NW - Concerned for the children in the area and does not <br />want the children exposed to inner-city type crimes. <br /> <br />Mr. Manthey requested further explanation of types of problems these families <br />are having. <br /> <br />Ms. Dickman replied that she counsels families coping with emotional problems, <br />chemical dependency, etc. <br /> <br />Mr. Manthey - Inquired as to why Ms. Dickman w-~nts to base her counseling <br />service in Ramsey. <br /> <br />Ms. Dickman replied she wants her service in Ramsey because she moved to Ramsey. <br /> <br />Resident - 164th Lane NW - Inquired if some of Ms. Dickman's clients also <br />dealt in drugs at one time. <br /> <br />Ms. Dickman replied that she does not work with people that are practicing <br />users of drugs although her clients may have used drugs at one time. Ms. <br />Dickman stated that her program is that of therapy after undergoing drug <br />treatment. Her program also serves children having problems coping with <br />the school system and parents. <br /> <br />Resident - 164th Lane NW - There is a need for this type of program but <br />MS. Dickman should not have chosen this neighborhood; maybe she chose it <br />because our neighborhood looks like an easy touch. <br /> <br />Mr. Manthey - Stated that Ms. Dickman is being very vague and inquired if <br />any of her clients have been arrested or are they referred to her by <br />school counselors? <br /> <br />P & Z/March 6, 1984 <br /> Public Hearing <br /> Page 2 of 3 <br /> <br /> <br />
