Policy Framework for Rental Licensing Program Policy Statement The City of Ramsey desires to maintain quality neighborhoods and provide a range of housing types and options. Opportunities for rental are an important part of the City's housing strategy. The City desires to maintain the quality of the existing housing stock and prevent future property maintenance issues that have an impact on the broader neighborhood. The rental of residential properties requires a partnership between Landlord, City, and Tenant. In addition, the City acknowledges the value of professional management in close proximity to the rental property to the desired goals. In order to prevent future issues with the City's housing stock, the City desires to take the following steps that balance the need for improved communication with landlords, prevention of the housing stock from deterioration, as well as avoidance of policies and procedures that are burdensome to landlords, tenants, and the City. Program Goals • Quality Housing Stock • Safe dwellings • Improved relationships with Landlords • Improved advocacy for Tenants Program Policies Detached Single Family Homes • License Application Required • No inspection required, except upon complaint (Note: City will need sufficient evidence to request interior inspection) • Fee = $25 Attached Single Family Homes (townhomes, duplexes, etc.) • License Application Required • No inspection required, except upon complaint (Note: City will need sufficient evidence to request interior inspection) • Fee = $25 Multi -Family Buildings • License Application Required • Common Area Inspection required once every three (3) years • 25% of units inspected once every three (3) years • Flat Fee = $400 (currently $75/unit)
