Chapter I <br />INTRODUCTION <br />This report summarizes the analysis and conclusions of Vantage Point Development Advisors, <br />LLC, McComb Group, Ltd., and Economic & Planning Systems, Inc. (EPS) regarding the <br />market for transit oriented development (TOD) at the Ramsey Station on the Northstar commuter <br />rail line in the Twin Cities area. The study was completed under a contract with the Northstar <br />Corridor Development Authority (NCDA) with funding provided by the Metropolitan Council <br />through a HUD Sustainability Grant. <br />Background <br />The Northstar Line opened in 2009 with service between Big Lake and Target Field in <br />downtown Minneapolis, Minnesota, a distance of 40 miles, as shown in Figure 1-1. There are <br />seven stations in operation. The line begins at Big Lake with additional stops in Elk River, <br />Ramsey, Anoka, Coon Rapids, Fridley, and Target Field. <br />Figure 1-1 <br />NORTHSTAR CORRIDOR STATIONS <br />Source: Economic & Planning Systems, Inc. <br />1-1 <br />
