Councilmember Shryock stated that sign regulations have been discussed and if The COR is meant to be the hub, then a unified look should be determined and focused on, specifically regarding signage, streetscapes, and design. Councilmember LeTourneau stated that geography is also a factor in how large this market can be in addition to demographics. He stated that in reference to items three and four, he would like to see the appropriate density discussed to support that potential retail. He noted that, in essence, Ramsey is an island because of river placement and therefore the needed density needs to be determined in order to determine appropriate retail desires. Mayor Strommen stated that she would like the residents and developers input to be done at one time in order for residents to hear the comments of developers and developers to hear the input of residents which helps both sides to see the other' s point of view. She recognized that may be difficult to coordinate but believed that there would be benefit. Community Development Director Gladhill stated that once the information is reviewed, the Planning Commission would need to make some policy guiding recommendations. He acknowledged that additional research would be needed to review before that can take place. He also liked the idea of community involvement, as gaining that knowledge will be beneficial. He noted that the market study would be helpful prior to the community involvement so that information can be discussed. He noted that perhaps staff can develop a plan of action and budget for this course. He stated that the market study and community dialogue could be completed and then reviewed and discussed by the Planning Commission and Council. Councilmember LeTourneau stated that, in the interim, if there are things in direct conflict with zoning he would appreciate the Planning Commission pushing as much as possible to ensure the Council is aware of those items. Councilmember Kuzma referenced item ten, Architectural Review Committee, and stated that he is not in favor of adding another layer to the process as staff and the Planning Commission do a great job. Mayor Strommen stated that perhaps additional information could come back from staff regarding how the Architectural Review Committee has been used. Councilmember Riley asked what would happen if the residents say they do not want any more apartments. Councilmember LeTourneau stated that he is expecting that will happen but noted that is where education comes into play, explaining that this has to be a mix between housing and retail and eventually it will come together. Mayor Strommen noted that is where it would be beneficial to have the development community at the meeting. She noted that showing the original vision would also be helpful as that vision contained a lot of housing.
