5.05: Receive Existing Market Studies for The COR <br />Presentation <br />Community Development Director Gladhill presented the Staff Report stating as part of the Planning <br />Commission's ongoing discussion about the status of the Development Plan for The COR, additional <br />market study was suggested at the July 12 Joint Work Session with the City Council. Before the City <br />considers additional, formal market research in the form of a Market Study, Staff suggests the following <br />steps be completed. <br />1. Completion of the planned Market Roundtable and Panelist Discussion <br />2. Review of existing market studies previously completed <br />Staff requested feedback from the Planning Commission on this item. <br />Commission Business <br />Vice Chairperson Bauer wanted to see the retail established within The COR become a destination point. <br />Commissioner Andrusko agreed. <br />Commissioner Brauer discussed how the retail market was changing due to the growing impact the <br />internet was having on retailers. He anticipated that internet sales would continue to increase while brick <br />and mortar retail shops would decrease in size. He believed that high speed internet access would be <br />important to these new businesses. <br />Commissioner VanScoy believed it would benefit the Planning Commission to have updated market data <br />information. <br />Community Development Director Gladhill reviewed the data staff had collected to date. He explained <br />that staffing restraints would not allow for staff to analyze the segment data suggested by Commissioner <br />Brauer, but rather this task would have to be hired out to a consultant. <br />Further discussion ensued regarding the data the Planning Commission was interested in gathering. <br />5.06: Receive Update on COR Development Plan Analysis <br />Presentation <br />Community Development Director Gladhill presented the Staff Report stating the Planning Commission <br />and City Council reviewed the results of a survey of policy makers at the July 12, 2016 Joint Work <br />Session. Although some trends were discovered, a number of market questions remained. The outcome of <br />this meeting was to hold a market roundtable/panelist discussion. At the August Planning Commission, <br />the Commission confirmed direction on the approach as a market roundtable workshop. Staff would like <br />to review additional logistical details with the Commission, as well as discuss the format of an expert <br />panel moderated by the City as a lead in to the desired discussion/format.
