Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #16-09-172 RESOLUTION AUTHORIZING PARTIAL PAYMENT TO DOUGLAS-KERR UNDERGROUND LLC FOR IMPROVEMENT PROJECT #16-00; DIVISION C ANDRIE STREET AND 164TH LANE RECONSTRUCTION WHEREAS, pursuant to a resolution adopted by the Ramsey City Council on July 14, 2015, a Feasibility Report was prepared by the City Engineer with reference to proposed improvements to Andrie Street from Alpine Drive to 164th Lane, and to 164th Lane from Andrie Street to Jarvis Street, including the reconstruction of streets and curb and gutter, storm sewer improvements, and other appurtenant work as needed; and WHEREAS, pursuant to a resolution adopted by the Ramsey City Council on Januaryl1, 2016, the Feasibility Report was received and preliminarily accepted, pending revisions to include additional information related to an alternate 32 foot wide street design, and a Public Hearing was ordered for January 26, 2016; and WHEREAS, pursuant to a resolution adopted by the Ramsey City Council on January 26, 2016, the revised Feasibility Report was accepted following a Public Hearing and the City of Ramsey Engineering Department was authorized to prepare plans and specifications based on the alternate 32 foot wide street design; and WHEREAS, pursuant to a resolution adopted by the Ramsey City Council on April 12, 2016, the City Council accepted final plans and specifications and authorized advertisements for bids for said improvements; and WHEREAS, pursuant to a resolution of the City Council adopted May 24, 2016 the bid of Douglas -Kerr Underground, LLC in the amount of $1,568,162.65 for the total bid is the lowest responsible bidder; and WHEREAS, as of September 27, 2016 $249,791.68 has been paid to date; and WHEREAS, the Senior Engineering Technician has inspected the completed work and recommends partial payment to Douglas -Kerr Underground, LLC in the amount of $299,235.62. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City Council hereby authorizes partial payment to Douglas -Kerr Underground, LLC for Improvement Project 16-00 Division C: Andrie Street — 164th Lane Reconstruction in the amount of $299,235.62. 2) That the City Council hereby accepts the project and authorizes the Mayor or City Administrator to sign the release form for this payment. 3) That the total amount of this payment is not included in resolutions approving payment of bills for the date of September 27, 2016.
