Absent: Members Hardin and Riley.
The EDA returned to open session at 8:22 a.m.
Economic Dev. Mgr/Assistant City Administrator Brama stated that they have struggled with
finding the best location for the OGA site, noting that three options were outlined in the staff
report. He stated that the best fit appeared to be the first location, to the south of Casey's.
Community Development Director Gladhill stated that the site selected has the most challenges
in terms of planning and zoning and would rely on a private road that has challenges on its own
because the property is landlocked. He stated that at some point, Peridot Street would need to be
constructed and noted that perhaps the revenue from the sale of properties in this area be
reserved for construction of that roadway.
Member Skaff asked if Casey's would ask for reimbursement as they constructed that private
road.
Community Development Director Gladhill explained that although Casey's constructed that
roadway, the City owns it.
Economic Dev. Mgr/Assistant City Administrator Brama stated that this agreement would place
the remaining construction of the private drive from Casey's to this property on the developer.
He stated that staff is attempting to accomplish a policy that would make it easier to review
requests rather than reviewing elements on a case by case basis.
Chairperson Steffen stated that the proposed location would seem to be the major issue.
Brian Pankratz, Vice President of Land Services with CBRE stated that from a traffic standpoint,
the location may not be ideal but this would fit into where development has started.
