5.01: Consider Removal of Abandoned Garage at 16600 Highway 47
On behalf of Public Works Superintendent Riemer, City Engineer Westby reviewed the staff
report and provided background on this item. He explained that this garage, located at 16600
Saint Francis Boulevard/Highway 47, has been sitting vacant for several years. The City has on
several occasions needed to repair the boards on the building due to vandalism. It has been
decided there is no real purpose or need for this garage any longer and the recommendation is to
remove it.
City Engineer Westby stated the City has advertised for demolition of this building and received
two outside quotes for this project. The idea would be for them to remove the building but leave
the concrete slab in place. Staff recommends accepting the quote received from Sauter and Sons
for$4,250.
Councilmember Johns asked what the difference is between the two bids received. She wondered
whether the difference was something of substance such as one company will remove solid waste
from the garage but the other wouldn't.
City Engineer Westby stated they both bid on the same work.
Motion by Councilmember Shryock, seconded by Councilmember Johns, to recommend that the
City Council approve a contract with Sauter and Sons for the removal of the garage located at
16600 St. Francis Boulevard for the quoted price of$4,250.
Motion carried. Voting Yes: Chairperson Riley, Councilmembers Shryock and Johns. Voting
No: None.
6. COMMITTEE / STAFF INPUT
6.01: Staff Updates on Improvement Projects and Items of Interest
City Engineer Westby stated the Mn/DOT project is still proceeding.
Chairperson Riley asked if it will be an open concrete median upon completion of that project.
City Engineer Westby responded that is correct, it will be a wide concrete median.
Chairperson Riley stated it may be nice to have some plants in that space.
City Engineer Westby stated plantings could possibly be allowed there and will check with
Mn/DOT to find out what they would approve there.
City Engineer Westby stated the Armstrong Boulevard pavement reclamation and overlay
project will start on October 3, 2016, and should be completed by the first week of November.
He explained the timeline was pushed back due to all the rain.
Public Works Committee/ September 20, 2016
Page 2 of 3
