Block 5. The developer will be paying for the installation of a fence on the northern property line <br />of Lot 2, Block 3 and Lot 2, Block 1. Staff is of the opinion that this will satisfy density <br />transition requirements in this portion of the plat. However, a significant amount of additional <br />lm~dscaping will need to be planted to satisfy the density transition requirements elsewhere in the <br />plat; the Council may want to look at alternative solutions to satisfy the density transition <br />requirement. If the Council is comfortable, the developer could work with Chris Anderson, of <br />City staff, to come up with a reasonable number of buffering areas that might be the best <br />practical solution to the matter. <br /> <br />Councihnember Elvig asked if fencing and foliage has been discussed with the neighbor to the <br />north. <br /> <br />The engineering representative for Oakwood Land Development indicated the developer has <br />been working on resolving that condition with the adjacent property owner. They are working on <br />the details of a fence being installed. <br /> <br />Assistant Community Development Director Trudgeon indicated if there is not a fence there will <br />have to be additional plantings in this location to allow for the density transition. <br /> <br />Councihnember Zimmerman inquired about the area to the west. <br /> <br />Assistant Community Development Director Trudgeon indicated additional trees could be <br />planted in this area. <br /> <br />Councilmember Zimmerman suggested the residents be spoken with to see what they would like. <br /> <br />Assistant Community Development Director Trudgeon noted some of the neighbors were present <br />at the public hearing for the preliminary plat, but he does not believe there has been any contact <br />with them since. <br /> <br />Mayor Gamec indicated he believes Mr. Peterson has been in contact with the neighbors. <br /> <br />Councilmember Strommen clarified that staff will determine solutions regarding the adequate <br />trees and discuss the suggestions with the adjacent property owners. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #04- <br />06-168 to approve the final plat of Alpine Woods contingent upon compliance with the City Staff <br />Review Letter dated June 18, 2004, the Developer's receipt of an easement from the owner of <br />Lot 1, Block 1, High Point 2nd Addition, and the Developer entering into a Development <br />agreement with the City, with Lot 1, Bock 3 to be platted as an outlot to accommodate the <br />temporary cul-de-sac. <br /> <br />Further Discussion: Councilmember Kurak noted the developer is working to acquire extra <br />property fi'om the property owner to the north. <br /> <br />City Council/June 22, 2004 <br />Page 27 of 32 <br /> <br /> <br />
