AP1NE WOODS TRUNK CHARGES By: Steven Jankowski PE, City Engineer PW CASE #'~/ Background: The final plat for the Alpine Acres Subdivision will soon be presented to the City Council and with it a development a~eement. This plat will require the expenditure of considerably more sewer and water trunk kinds than it will initially generate with this subdivision. The Alpine Woods subdivision will have 26 or 27 lots which generate $50,000 or $52,000 for the trunk fund. In terms of eli~ble expenses which are chargeable to the trunk fund are the following costs. A gaphic illustrating where these costs are incurred is attached. 30 inch sanitary trunk sewer $250,000 This element of the project will extend the deep 30 inch sanitary sewer trunk from where it currently terminates on the west side of CR 57 to the northwest comer of the Alpine Acres plat, a distance of approximately 1000 feet. This segment of the trunk sewer is necessary to be consistent with the recently completed ComprehensiYe Sanitary Sewer Study by Bolton & Menk. Extra depth sewer to service neighborhood to the west $30,500 This cost is associated with the increased depth on the eight inch sewer which services the Alpine Woods subdivision. This extra depth will allow the neighborhood to the west adequate Fade to be serviced by ~avity sewer. Watermain looping $54,000 The Alpine Woods subdivision will receive water service from Alpine Acres directly across CR 57. However, the City now requires that subdivisions be back fed fi'om a second source whe, rever possible, As a result this subdivision will require that the water service be extended eastward along 153rd Lane.and southward to Alpine Drive to connect into an existing 12 inch watermain. It is apparent from the information above that there will be a net cost to the trunk fund of approximately $230,000 if our standard trunk fund policies were to be applied. The City does have a history of deviating from its standard policy ,.,where large trunk fund deficits have been encountered, particularly in instances where additional development in the immediate sm'rounding area seems unlikely in the near term future. Some examples of this type of deviation include the development agreements made with Apple Ridge/River Pines and Highlands at River Park. Special arrangements for unique trunk fund arrangements have been made in numerous other developments including the Wood Pond projects of the early 1990's to most recently the Alpine Acres development. It is therefore appropriate that consideration be ~ven to the trmfl~ funding arrangement for this development.
