John and Sharon Rowe
17059 Nowthen Blvd. NW Ramsey, MN

55303

June 29, 2004

To The Staff At The City Of Ramsey, Minnesota:

My name is John Rowe and I currently reside at 17059 Nowthen Blvd. in the city of
Ramsey. My wife, Sharon, and I recently purchased Green Valley Greenhouse, Inc. at
6530 Green Valley Rd. in the city of Ramsey. Along with the business, we purchased
forty acres of land and all buildings on that forty acre parcel. Included in the buildings is
a well-kept ranch style home. Whereas my wife and I already have a home, we will be
selling the home on the forty acre parcel to my wife's nephew, who is also an employee at
Green Valley Greenhouse. Due to the recent moratorium on development of R-1
Residential Rural Developing District, specifically the moratorium on the subdividing
and platting of land in this area, ~ would like to appeal to the Ramsey City Council for an
exception to the provisions of Ordinance No. 04-21 under Section 6, undue hardship
exceptions.

Whereas:
I. The home already exists and subdividing would only put new boundaries
around it, not change the use of the land.
2. We should have the right to sell an existing home that we own.
3. The sale of the home would in no way be detrimental, as we would still own all
the land surrounding the home.
4. The subdividing of the land and Corresponding sale of the existing home would
be in complete harmony with objectives to temporarily curtail
development.
5. The subdivision will be consistent with the intent and purpose of the City
Council as it is not being used for further development but as a residential
home as it has been for twenty-five years.

Sharon and I ask for your support of our request for exception to the Ordinance.

Regards,

John A.
