Case #5 Request for Site Plan Review; Case of Hermanson Homes <br /> <br />Presentation <br /> <br />Associate Planner Geisler stated Hermanson Homes is proposing to construct a 10,000 square <br />fbot multi-tenant office building on the property generally located on the comer of Armstrong <br />Boulevard and Riverdale Drive. She indicated the proposed office building is located in the B-2 <br />Highway Business District and is listed as a permitted use in that district. The subject'property is <br />approximately 1.35 acres, for total lot coverage of 17%. She stated the proposed building <br />appears to meet the required setbacks, but a revised site plan will need to be subrnitted showing <br />these setbacks from the property line rather than the curb. <br /> <br />Associate Planner Geisler stated commented a revised landscaping plan will be required. She <br />noted because the subject property borders residential property to the south, the project must <br />meet bufferyard requirements as outlined in City Code. The new Pleasureland RV facility is <br />located one lot to the east of this site. Pleasureland was required to put in a privacy fence along <br />the southern property line of all four of their lots. Staff would like the Planning Commission to <br />weigh in on whether this project should include a privacy fence in the same location. She stated <br />it should be noted that there would be a gap in the fence in the lot directly to the east, until that <br />lot develops. <br /> <br />Associate Planner Geisler indicated the submitted plan shows vinyl siding on a portion of the <br />building. She stated City Code does not permit vinyl siding in the B-2 District. The applicant <br />has indicated that he will .submit a revised plan that replaces the vinyl with a masonry material. <br />She advised City sewer and water will be constructed through the Town Center site this summer, <br />across Highway 10 to the intersection of Highway 10 and Armstrong Boulevard, about 400 feet <br />from the site. She stated Staff anticipates that services will be at this intersection in October <br />2004. The proposed site plan will be required to hoop up to City services. <br /> <br />Associate Planner Geisler explained that because many of the outstanding issues with the sit plan <br />could have a large impact on the overall site design, Staff was going to recommend tabling the <br />request. However, Staff has been working with the applicant over the' last few days and has <br />agreement on the major issues, so they are recommending approval. She noted the applicant has <br />agreed to hook up to City services rather than have a septic system. <br /> <br />Commission Input <br /> <br />Chairperson Nixt asked if hooking up to City services would delay operation. <br /> <br />City Engineer Jankowski stated they are anticipating sewer and water will be across Armstrong <br />Boulevard by October. He indicated he had a discussion with the applicant and that will be <br />reasonably close to the time he would take occupancy. <br /> <br />Chairperson Nixt asked what siding material would be used. <br /> <br />Jeff Johnson, ReMax stated three sides would be block, with the front brick. <br /> <br />Chairperson Nixt asked if the revised landscape plan was acceptable. <br /> <br />Planning Commission/May 6, 2004 <br /> Page 9 of 21 <br /> <br /> <br />
