Assistant Community Development Director Trudgeon replied the plan before the Council <br />more illustrative of what could be included in the plan. <br /> <br />Assistant Public Works Director Olson explained the streetscape plan brought to the worksession <br />2 72 weeks ago will be a minimum, and it can be exceeded with approval. <br /> <br />Councilmember Elvig questioned if the owner would be required to come to the City every two <br />years due to the conditional use permit due for the gas station. <br /> <br />Assistant Community Development Director Trudgeon replied the conditional use permit in <br />relation to Coburns' operation of a drive through would be permanent and the owner would not <br />need to reapply. The other conditional use permit required is for the car wash operation. Both of <br />these permits are required by the code and are permanent.. At this point staff has not gotten far <br />enough to determine if a conditional use permit should be done for a gas station operation, or if it <br />should be a permitted accessory use. If one of the other buildings will have a drive through dry <br />cleaners or a coffee shop it will need a conditional use permit as well. <br /> <br />Chris Coburn of Coburns Grocery stated they are very excited to be here and to be part of the <br />City. They will take serious ownership in the way the store is presented from an aesthetic <br />standpoint, as well as how the store will be operated. The gas operation becomes a convenience <br />to be successful with all the competition, and is part of the overall mix. It is not to draw people <br />off the highway; the people would likely be in the area. They will make sure the way the gas is <br />presented is very much in harmony with the way the store looks. The canopy ,,viii be designed to <br />marry up with the exterior of the grocery store. It will be part of the food store and they will <br />market the convenience of that store with the traffic that comes to the grocery store. It will also <br />provide an express entrance to the store. <br /> <br />Mayor Gamec commented that Coburns has become a leader throughout the area. Grocery stores <br />have become like a full service store and gasoline has become an important part of that. Coburns <br />has met the niche for the customers and the people in the area and he is happy they have chosen <br />Ramsey to come to. They have' an excellent plan and Coburns is the real asset that is needed to <br />attract others. It will be a definite benefit to Town Center and he is looking forward to working <br />with Coburns. <br /> <br />Mr. Coburn stated they want to succeed and thrive here. With the City allowing them to go to <br />market the way they know how they hope they can be successful, so the surrounding businesses <br />can complement them and they can complement the businesses. This will make the overall <br />Town Center become a success. <br /> <br />Mayor Garnet inquired if Coburns would have the ability to bring a post office into the Town <br />Center. <br /> <br />Mr. Coburns replied this is really a determination of the local post master. <br /> <br />City Council/May 11, 2004 <br />Page 22 of 36 <br /> <br />35 <br /> <br /> <br />
