Councilmember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #04-0?- <br /> <br /> A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A DRIVE-THRU FOR <br />PHARMACY OPERATIONS AS PART OF A PROPOSED GROCERY STORE IN THE <br />TC-2 ZONING DISTRICT <br /> <br /> WHEREAS, Ramdance LLC, hereinafter referred to as the "Applicant," has properly <br />applied for a Conditional Use Permit to operate a drive-thru for pharmacy operations as part of a <br />proposed grocery store in the TC-2 Zoning District on property legally described as follows: <br /> <br />Outlot l, Ramsey Town Center Addkion} Anoka County, Minnesota <br /> <br />(%ubject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Ramsey City Code on July 12, 2004, and that said public hearing was properly advertised <br />and that the minutes of said public hearing are hereby incorporated by reference. <br /> <br />2. That the Applicant has submitted a site plan to construct a 54,000 square-foot grocery, store <br /> within the Ramsey Town Center development. <br /> <br />3. That the Subject Property is approximately nine acres in size. <br /> <br />4. That the Ramsey City Council adopted the Town Center Zoning District on September 23, <br /> 2003. <br /> <br />5. That the Subject Property is zoned TC~2 and is located inside the 'urban service area. <br /> (MUSA). <br /> <br />6. That the TC-2 Zoning District states that buildings larger than uses with drive-thins are only <br /> permitted as a conditional use within the District. <br /> <br />7. That the applicant proposes to have a pharmacy contained within the proposed grocery store. <br /> <br />8. That the applicant proposes to operate a drive-thru to assist in the pharmacy operations <br /> contained within the grocery store. <br /> <br />9. That the proposed drive-thru is located on the western side of the building away fi'om the <br /> main parking area t'or the development. <br /> <br /> <br />
