Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #04-0% <br /> <br /> A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT TO OPEI~TE A COMMERCIAL <br /> CAR WASH AS PART OF A PROPOSED GROCERY STORE <br /> IN THE TC-2 ZONING DISTRICT <br /> <br /> WHEREAS, Ramdance LLC, hereinafter referred to as the "Applicant," has properly <br />applied for a Conditional Use Permit to allow for the construction of a commercial car wash to <br />be constructed as part of the proposed grocery store located in the Ramsey Town Center on <br />property legally described as follows: <br /> <br />Outlot I, Ramsey Town Center Addition, Anoka County, Minnesota <br /> <br />("S ubj ect Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Ramsey City Code on July 12, 2004, and that said public hearing was properly advertised <br />and that the minutes of said public hearing are hereby incorporated by reference. <br /> <br />That the Applicant has submitted a site plan to construct a 54,000 square-foot grocery store <br />within the Ramsey Town Center development. <br /> <br />3. That the Applicant has indicated on the submitted site a plan a 1,777 square-foot commercial <br /> car wash. as an accessory use to the proposed grocery store. <br /> <br />4. That the Subject Property is approximately nine acres in size. <br /> <br />5. That the Ramsey City Council adopted the Town Center Zoning District on September 23, <br /> 2003. <br /> <br />6. That the Subject Property is zoned TC-2 and is located inside the urban service area. <br /> (MUSA). <br /> <br />7. That the TC-2 Zoning District states that commercial car washes are only permitted as a <br /> conditional use within the District. <br /> <br />8. That the proposed commercial car wash is located on the eastern side of the grocery store <br /> away l.'?Oln the main parking area tbr the development. <br /> <br />9. That the City has reviewed the use of the commercial car wash and finds that the use of the <br /> drive-thru is/is not compatible with the intent of the Ramsey Town Centex' development. <br /> <br />67 <br /> <br /> <br />
