'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Mr. Bob Hoffman was present and informed Council he is delaying his <br />plans for the extension of Magnesium Street. <br /> <br />Council recessed at 7:55 p.m. <br /> <br />Mayor Gamec called the meeting back to order at 8:15 p.m. <br /> <br />Case #5: Workshop Session: <br /> <br />Members Present: <br /> <br />Mayor Tom Gamec <br />Councilmember Van Wagner <br />Councilmember Schlueter <br />Councilmember Sorteberg <br />Councilmember Reimann <br />Park Board Chairman Dennis Donovan <br />Planning & Zoning Chairman Ken Peterson (arrived at 8:32 p.m.) <br />EDC Chairman Don Greenberg (arrived at 8:36 p.m.) <br />Airport Commission Chairman Jack Ippel (arrived at 9:45 p.m.) <br />City Attorney William Goodrich <br />Mr. Larry Koshak of Hakanson/Anderson Engineering <br />City Building Official Clayton Berg <br />City Administrator Lloyd Schnelle <br /> <br />City Attorney Goodrich stated that the purpose of tonight's workshop session <br />is to pull together some concrete consensus from the members present <br />regarding City policies and goals to be written in resolution form. <br /> <br />Members present proceeded to review the workshop agenda and rediscuss any <br />points of concern. <br /> <br />A.1.c <br /> <br />Economic Development, Financing, Industrial Revenue Bonds - <br />Council consensus is that the City has used them in the past and <br />if they do become available the City will continue to use them. <br /> <br />A.l.d <br /> <br />Economic Development, Financing, City Participation In Costs - <br />Mr. Schnelle pointed out that if the City goes Charter, the Charter <br />does allow for 20% City participation. Mr. Schnelle stated that <br />City participation could also be through staff time, local development <br />corporation and CDBG funds. Council consensus is that City <br />participation will be a part of the City Goals and Policies resolution. <br /> <br />A.2.a <br /> <br />Economic Development, Utilities and Transportation, Sanitary Sewer - <br />Consensus is that sanitary sewer maximizes use of land in the urban <br />area. <br /> <br />A.2 .e <br /> <br />Economic Development, Utilities and Transporation, Collector Streets - <br />Consensus is that the City should utilize collector and strive to <br />attain collector streets wherever possible. <br /> <br />Mr. Schnelle stated that in our residential areas we have stated <br />that we will expand the trunk but nobody will be assessed that is <br />already there unless they come in with a 100% petition, but any <br />new developments coming in will be subject to sewer assessments if <br />they are in the urban area. In the commerical area, if sewer is <br />extended to take care of an individual business, we will assess all <br />benefitted property owners. <br /> <br />C/May 8, 1984 <br />Page 6 of 9 <br /> <br /> <br />
